GALVESTON, TX — A man already charged in connection with the murder of a 74-year-old Galveston resident is now facing a second charge—this time for aggravated kidnapping—according to a recent update from the Galveston Police Department.
Isaac Elijah Garcia-Soto was initially arrested for the death of Richard Thomas, whose body was discovered on April 3 inside an apartment on the 8100 block of Seawall Boulevard. According to investigators, Thomas was found lying face down on the floor around 9:45 a.m., and was pronounced dead at the scene by Galveston EMS.
At the time, Thomas’s vehicle—a 2017 black Chevrolet Cruz with Texas handicap plates 5WNRW—was missing, prompting a BOLO (Be On the Lookout) alert.
Now, police say Garcia-Soto is also connected to a separate kidnapping incident that allegedly occurred on April 2 but was not reported until April 4. According to ABC13, the victim told officers that a man—matching Garcia-Soto’s description—asked to use her phone, then entered her car, pulled out an edged weapon, and forced her to drive to another location.
Investigators say evidence collected from both cases points to Garcia-Soto as the suspect, and he has been positively identified by police. The total bond recommended across both charges is $650,000.
