GALVESTON — Big changes are on the horizon for Seawall Boulevard, one of Galveston’s busiest and most iconic roadways.
The City of Galveston announced plans Tuesday to resurface Seawall Boulevard as part of a federally funded infrastructure project set to begin in late 2026. The project could also include the addition of designated bike lanes and upgraded traffic lights between Broadway Avenue and 61st Street.
City officials said the repaving project is still in its early stages but has already been listed as a “carry-over spend-down project” by the Houston-Galveston Area Council. That designation makes Galveston eligible to use federal transportation funds that were previously allocated but remain unspent.
“In 2024, H-GAC put out a call for projects to use federal transportation funds that had been carried over before they were taken away,” the city said in its announcement. The Seawall Boulevard Resurfacing project aims to provide a new surface, enhance lane markings, and potentially reconfigure traffic flow to include a multi-modal lane for bicycles.
To help secure funding, the Galveston City Council recently approved advance funding agreements with the Texas Department of Transportation. City officials say they will continue seeking additional grants and funding opportunities as the project moves forward.
While an official cost estimate has not yet been released, the next step will be for engineering firms to submit design proposals. TxDOT and the City of Galveston have not yet finalized all project details or announced specific construction dates.
The city emphasized that public updates will be provided as the planning phase progresses.
