Help for Texans: Summer Assistance Programs Available for Utility Bills, Weatherization, and Home Repairs

With high temperatures and rising utility costs, many low-income Texans are feeling the financial heat this summer. Fortunately, several state-supported programs are available to help families stay cool, safe, and housed.

Through the Texas Department of Housing and Community Affairs (TDHCA), qualifying residents can access a wide range of support services, including utility bill assistance, home weatherization, urgent home repairs, and homeless prevention programs.

Among the key offerings is the Weatherization Assistance Program (WAP), which helps households reduce energy costs by improving home energy efficiency. Services may include insulation, air sealing, HVAC repairs or replacements, and even minor health and safety improvements.

“The program not only lowers energy bills but also improves overall comfort and safety inside the home,” the TDHCA stated on its official website.

Assistance is available to both homeowners and renters who meet income eligibility requirements. Priority is often given to households with elderly residents, individuals with disabilities, or young children.

In addition to weatherization, TDHCA’s Comprehensive Energy Assistance Program (CEAP) helps families pay their electric bills during extreme weather months, such as the sweltering Texas summer.

Other support options listed under TDHCA’s Help for Texans platform include:

  • Emergency rental assistance
  • Home repair funds for urgent needs
  • Transitional housing and homeless services
  • Local nonprofit contacts by zip code

To apply, residents can visit tdhca.texas.gov/help-for-texans and enter their zip code to locate nearby service providers. Applicants should be prepared to provide proof of income, residency, and household size.

Local governments and nonprofit partners throughout Galveston County and surrounding regions participate in administering these funds, often on a first-come, first-served basis.

As the summer heat intensifies, TDHCA encourages eligible Texans to reach out sooner rather than later.
