Second Attempt to Recall Texas City Mayor Now Faces Legal Challenge

TEXAS CITY — A second attempt to recall Mayor Dedrick Johnson has been deemed insufficient by the Texas City Secretary’s Office, according to a city press release.

The recall effort was initiated by registered voter Joshua McMeekin, who filed an affidavit of petition on July 7, 2025, and formally submitted it to City Hall on August 5. After review, city officials determined the original petition did not meet the requirements of the Texas City Charter and the Texas Election Code. McMeekin was notified of the deficiencies on August 13.

Supplemental petition packets were issued on August 14 and submitted on August 22. The City Secretary’s Office said the supplemental packets did not correct the issues with the original petition, citing missing information on several pages and noncompliance by some circulators.

Rachael Spahr, involved with the recall effort, disputed the city’s interpretation. “We don’t trust their interpretation of the charter. We’ve already verified with Galveston County Election Office that we could add signatures,” she said. Spahr added that the group is working with lawyers and plans to challenge the city’s decision in court.

The recall petition remains uncertified, and no further action has been taken, according to city officials.
