Houston woman arrested in League City retail theft investigation

LEAGUE CITY — A Houston woman has been arrested in connection with a multi-store retail theft investigation involving Ulta Beauty locations across the Houston–Galveston area, according to the League City Police Department.

League City Police Department Business District Unit officers, with assistance from the Houston Police Department, arrested Carmen Scarlet Fernandez, 56, of Houston, on a misdemeanor theft warrant related to an incident at an Ulta Beauty store in League City.

Police said the warrant stemmed from an alleged shoplifting incident on October 21, 2025, in which Fernandez was identified as the suspect responsible for stealing several cosmetic items from the League City store.

In addition to the League City warrant, Fernandez was arrested on eight outstanding warrants, including a felony theft warrant issued by the Galveston County Sheriff’s Office with a $75,000 bond, three felony warrants issued by the Harris County Sheriff’s Office, and four misdemeanor warrants.

Investigators said further inquiry revealed Fernandez is suspected of stealing more than $78,000 worth of merchandise from multiple Ulta Beauty locations throughout the Houston–Galveston region. Authorities noted the total value of merchandise allegedly stolen from other retail locations remains under investigation.

Police determined Fernandez was staying at a hotel in the 6900 block of the Southwest Freeway in Houston, where she was located and taken into custody without incident.

An associate who was with Fernandez at the time of the arrest was also taken into custody by Houston police on an unrelated warrant, authorities said.
