TEXAS CITY – A Galveston County grand jury on Tuesday, declined to indict the head of communications for the City of Texas City and her top assistant on charges of online impersonation.
The two had been accused of creating a social media page that impersonated La Marque City Councilman Joseph Lowry.
In June 2025, charges were filed against Texas City Multi-Media Specialist Derek Miller alleging he used city computer servers and the internet to create a social media page impersonating Lowry.
According to the allegations, the page was used to comment on the city’s official social media accounts and highlight positive aspects of the city, City Secretary Rhomari Leigh, Police Chief Landis Cravens and Mayor Dedrick Johnson.
In September, Laird was charged after a La Marque detective reported finding a text exchange in which she allegedly coordinated one of the posts with Miller.
The grand jury’s decision not to indict, known as a no-bill, ends the case and results in dismissal of the charges.
“We have always trusted the process and were confident that there was no merit to the charges brought forth,” Texas City Mayor Dedrick Johnson said to i45Now. “The City of Texas City will continue to move forward with full confidence in our employees. Our focus remains to continue the important work of serving our residents every day.”
Lowry, who was considered the victim in the case, also told i45Now, “Galveston County District Attorney’s public integrity unit failed again. It’s typically either non-existent or incompetent.”
