Texas City Police Officer Arrested in Family Violence Charge

LA MARQUE — A Texas City police officer was arrested Monday afternoon on a misdemeanor unlawful restraint charge following two domestic disturbance calls at his residence in La Marque, according to a report by i45NOW.

La Marque police officers were first dispatched to a residence in the Delany Cove subdivision around 12:15 p.m. after two children reportedly ran to a neighbor’s home because their parents were involved in a heated argument.

The officer’s wife told responding officers the argument had not become physical but said he took a bag from her as she attempted to leave the home. Police documented the incident with a response call report because no physical injuries were reported.

Officers were called back to the same residence at approximately 4:59 p.m. Deputy Police Chief Chad Waggoner told i45NOW that officers were informed the officer had allegedly prevented his wife from leaving a closet while yelling at her.

Police arrested 35-year-old Officer Spencer Roche on a charge of misdemeanor unlawful restraint.

Texas Commission on Law Enforcement records checked by i45NOW indicate Roche joined the Texas City Police Department in June 2023 and has served as an officer for approximately three years.

Galveston County Jail records show an emergency protective order was issued following the arrest. Roche remained in custody Monday night, and a bond had not yet been set.

Roche’s employment status with the Texas City Police Department had not been confirmed as of Monday. Department supervisors were notified of the arrest but had not yet received full details of the incident or spoken with the officer. As a civil service agency, the department permits officers to remain employed while cases undergo an internal review.

As with all arrests, Roche is considered innocent until proven guilty.
