LEAGUE CITY – Police arrested two on Thursday, during a retail crime enforcement operation near FM 646 and the Gulf Freeway.
The operation involved officers working with store loss prevention teams in the commercial area.
Police say employees at H-E-B saw a woman place two briskets into a handheld shopping cart and leave the store without paying. Officers detained her outside. Investigators say she gave them an out-of-state driver’s license that belonged to someone else.
Police identified her as Keleigh Goggans of Alvin. Officers also identified Richard Bolton of Alvin as an alleged accomplice. He was located at a nearby restaurant and arrested on an outstanding warrant from Harris County.
While the two were being booked into the League City Jail, officers say they found multiple credit cards and identifying documents belonging to other people, including some who are deceased.
Police say Goggans has outstanding warrants in Galveston, Harris, and Brazoria counties. One of those warrants is connected to a previous theft case at the same H-E-B.
Goggans is charged with theft, failure to identify as a fugitive, and possession of identifying information belonging to multiple people. Bolton is also charged with credit card abuse in addition to his outstanding warrant.
