Two Arrested in Santa Fe Child Exploitation, Animal Cruelty Investigation

SANTA FE – A months-long investigation led by the Galveston County Sheriff’s Office has resulted in two arrests in Santa Fe following allegations involving child exploitation and animal abuse, according to authorities.

The investigation began in March 2026 after detectives with the Sheriff’s Office Major Crimes Unit, working alongside the Houston Metro Internet Crimes Against Children Task Force, received a cyber tip from the National Center for Missing & Exploited Children.

Authorities said investigators executed a search warrant on April 14 at a residence in the 3700 block of Tower Road in Santa Fe, where multiple electronic devices were seized for forensic analysis.

According to the Sheriff’s Office, Christian Armstrong was arrested as a result of the investigation. Officials said Armstrong faces multiple charges, including possession with intent to promote child pornography, possession of visual material depicting sexual assault, and bestiality. He is being held on bond amounts set by the court.

Investigators also reported finding evidence of animal neglect at the residence involving multiple species, including ducks, chickens, goats, pigs, dogs, and snakes.

A second individual, Megan Harvey, identified by authorities as the homeowner, was also arrested and charged with cruelty to non-livestock animals for alleged failure to provide care. She was booked on a separate bond.

The Sheriff’s Office credited multiple partner agencies, including its SWAT team, Crime Scene Unit, and County Animal Services, along with federal partners, for their roles in the investigation.

Officials say the case remains under investigation.
