Five arrested after stolen vehicle investigation in Clear Lake

CLEAR LAKE — Five people were arrested Sept. 21 after investigators located a stolen vehicle at the NASA Boat Ramp and recovered drugs and a handgun, according to the Gulf Coast Auto Crimes Task Force.

The task force, with assistance from its Crime Reduction Unit, K-9 Unit and Major Crimes investigators, received an automated license plate reader alert identifying the stolen vehicle at the boat ramp, according to the task force.

Detectives then established surveillance on the vehicle and identified Anjelica Walkoviak as being in possession and control of it, authorities said. Angelo Galvan and Jacqueline Baker-Perez were also observed inside the vehicle.

Investigators said Douglas Ybarra and David Lozano were observed in separate vehicles making contact with people inside the stolen vehicle.

Assisting officers conducted a felony traffic stop and arrested Walkoviak.

During the investigation, authorities recovered the stolen vehicle, 50.63 grams of methamphetamine, 8.9 grams of heroin, 1 ounce of marijuana and a handgun, according to the task force.

Authorities said Lozano admitted to discarding additional methamphetamine near the stolen vehicle. Galvan also allegedly admitted to possessing heroin laced with fentanyl, according to the task force.

Ybarra was found to have an outstanding theft warrant and was also allegedly in possession of methamphetamine, authorities said.

All five people were transported to the Harris County Jail for booking.

According to the task force, the charges were:

Anjelica Walkoviak: Unauthorized Use of a Motor Vehicle; possession of a controlled substance, Penalty Group 1, 4-200 grams.
Jacqueline Baker-Perez: Possession of a controlled substance, Penalty Group 1, 4-200 grams.
Douglas Ybarra: Outstanding larceny warrant; possession of a controlled substance, Penalty Group 1, 4-200 grams.
Angelo Galvan: Possession of a controlled substance, Penalty Group 1, 4-200 grams.
David Lozano: Possession of a controlled substance, Penalty Group 1, 4-200 grams.

Bonds had not been set at the time of the task force’s release.

The Gulf Coast Auto Crimes Task Force’s area of responsibility includes Galveston County, Brazoria County and southern Harris County, with Chambers and Matagorda counties served by request.
