Recall Petition Against La Marque Councilman Joseph Lowry Fails

LA MARQUE – The petition to recall District C Councilman Joseph Lowry has officially failed, according to a letter issued by the La Marque City Clerk, issued Tuesday afternoon.

La Marque resident Hayley Winkelmann, who led the recall effort, was issued 14 petition sheets and required a minimum of 191 verified signatures from registered District C voters. Upon return, Winkelmann submitted 12 pages containing 268 total signatures. After a verification process, the City Clerk confirmed only 183 of those signatures were valid. As the petition fell short of the required number, it was declared invalid and will not move forward.

In response to the outcome, Councilman Joseph Lowry released a public statement thanking voters for their support and reaffirming his dedication to the community.

“I want to thank the voters of District C for standing with me and rejecting the false narratives that have been circulated in recent months,” Lowry said. “I respect the democratic process, and I’m humbled to continue serving the people of La Marque.”

Lowry extended an invitation to the 183 verified signers of the petition, encouraging open communication.

“I sincerely welcome the opportunity to meet with you. I believe that if you truly knew who I am, what I stand for, and the facts behind the work I’ve done, many of you would stand with me, not against me.”

He also emphasized ongoing plans to work with city departments, particularly Public Works, to address infrastructure issues raised during the petition drive.

“Let’s move past division and work together for the good of all,” Lowry concluded.

Winkelmann, who initiated the recall earlier this year, cited concerns over storm drainage conditions, city leadership conduct, and allegations of unprofessional behavior as her primary motivations for launching the petition.

KGTX 7 reached out to Winkelmann, who expressed disappointment, but said she intends to refile the intent to recall soon.

“Recent meetings have made me more motivated. My district is the only one preventing the Youth Advisory Board from meeting because Joseph (Lowry) has not nominated anyone.”
