My name is Judith Silva, and I am committed to building a stronger, safer, and more inclusive future for District 3 and for all of Texas City. As a healthcare worker and volunteer with more than 30 years of service in our community, I work with individuals and families throughout this county and see firsthand the challenges our residents face.
This experience has shaped my belief that leadership must be practical, compassionate, and people centered. I graduated from College of the Mainland with two degrees and a Bachelor of Science in Nursing at UTMB. I have two children I am raising in Texas City. I have worked in a hospital for 26 years and tax office for 4 years. I worked with non-profits to raise scholarship money for students in Texas City High school for 10 years.
My focus is, and will always be, on the people—what we need to do to make Texas City a place where families feel safe, supported, and proud to call home. Strong communities begin with listening, understanding real needs, and taking thoughtful action to improve everyday life for residents of all ages and backgrounds.
One of my greatest concerns is the growing number of children born with disabilities. Today, approximately one in six children are affected, yet too many of these individuals face a future with limited resources, opportunities, and support. As these children become adults, families are often left without services, guidance, or long-term planning options.
Parents carry this burden alone, and as a community, we are not adequately prepared. I believe we must address this growing and vulnerable population by raising awareness and working collaboratively with the city to build meaningful pathways for independence, dignity, and opportunity.
Public safety and emergency preparedness are also critical priorities. From my work in healthcare, I know that emergencies expose gaps in our system, especially for seniors, individuals with disabilities, and those experiencing homelessness. We must be proactive and prepared to respond effectively during crises, including extreme weather events.
This includes strengthening support for nonprofit organizations that provide shelter, medical care, and necessities to unhoused individuals when conditions become dangerous. These organizations are on the front lines, and they deserve strong partnerships and consistent support.
Strong communities are built through collaboration. I am committed to fostering productive relationships between the city, local businesses, nonprofits, and community resources. By working together, we can better coordinate services, expand available resources, and ensure help reaches those who need it most. Transparency, accountability, and open communication must guide every decision we make. District 3 is the oldest part of Texas City and it needs a great deal of work and commitment.
I am dedicated to preserving and restoring the Texas City Dike, one of our city’s most treasured landmarks and main attractions. The Dike is not only a place of recreation and pride, but also an important economic and environmental asset. Reinvesting in its restoration will enhance safety, support local businesses, and protect a vital part of our community’s identity for future generations. I bring new ideas and perspective to District 3.
I believe every resident deserves to feel heard, valued, and represented. I am not running for office for recognition I am running to serve. With compassion, collaboration, and thoughtful leadership, we can create lasting, positive changes. I respectfully ask for your support and your vote as we work together to build a future where Texas City families feel safe, secure, and proud to call this community
