Galveston Launches Update to Comprehensive Plan, Seeks Community Input

GALVESTON — The City of Galveston is beginning an update to its Comprehensive Plan, a long-term planning document that helps guide growth, development, and resilience across the island.

The effort will be led in part by a Steering Committee appointed by the City Council, which is expected to begin meeting in May to help guide the process and support community engagement.

The comprehensive plan provides direction for city leaders on issues such as land use, economic development, transportation, housing, and disaster planning. Galveston’s current plan, “Progress Galveston,” was adopted in 2011 and helped guide recovery efforts following Hurricane Ike.

City officials say the update comes as Galveston has continued to change over the past 15 years, offering residents an opportunity to share input and help shape future priorities.

“Updating the comprehensive plan is about making sure we’re planning for where Galveston is going,” City Manager Brian Maxwell said. “We want this to reflect the community’s priorities and give us a clear, practical roadmap to guide decisions in the years ahead.”

Resilience is expected to be a central focus of the update, with the plan exploring ways the city can adapt to change, reduce risk, and support long-term stability based on community input and local experience.

Once adopted, the updated plan will serve as a guiding document for future city policies, planning decisions, and investments.

Public participation will be part of the process, with community workshops planned throughout the year. The first workshop is expected in early summer and will focus on gathering residents’ ideas and priorities. Two additional workshops are planned later in the year.
