
LEAGUE CITY — Three people were arrested following a joint investigation that began with a cyber tip received by the National Center for Missing & Exploited Children, according to the Galveston County Sheriff’s Office.
The investigation began in July 2026 and involved Detective A. Espinosa of the Galveston County Sheriff’s Office Major Crimes Unit, who is assigned to the Houston Metro Internet Crimes Against Children Task Force, along with agents from the FBI’s Texas City office.
On Oct. 1, members of the Galveston County Sheriff’s Office and the Houston Metro ICAC Task Force executed a search warrant at a residence in the 2000 block of Island Manor Lane in League City.
According to the Sheriff’s Office, investigators seized multiple electronic devices for forensic analysis. Detectives also found narcotics and firearms inside the residence.
The Galveston County Organized Crime Task Force was notified and assisted with the investigation. Following the issuance of a narcotics search warrant, investigators conducted an additional search of the residence.
Authorities said they seized:
- 76,543 grams of THC liquid
- 84.3 ounces of THC concentrate
- 22.5 grams of Quaaludes
- 16 pounds of marijuana
- 238 THC pens
- Four handguns
- One shotgun
- 10 rifles

Three people were arrested and charged in connection with the investigation, according to the Sheriff’s Office.
Sebastian Ruiz was charged with possession of child pornography involving fewer than 10 visual depictions, delivery of a controlled substance in Penalty Group 2 of more than 400 grams, possession of marijuana between 5 and 50 pounds, and possession of a controlled substance in Penalty Group 2 between 4 and 400 grams. His bond was set at $410,000.
Eric Zavala was charged with delivery of a controlled substance in Penalty Group 2 of more than 400 grams, possession of marijuana between 5 and 50 pounds, and possession of a controlled substance in Penalty Group 2 between 4 and 400 grams. His bond was set at $330,000.
Kelly Zavala was charged with delivery of a controlled substance in Penalty Group 2 of more than 400 grams and possession of marijuana between 5 and 50 pounds. Her bond was set at $230,000.
The charges are allegations, and the defendants are presumed innocent unless proven guilty in court.
The Sheriff’s Office credited the Pearland, La Porte, Dickinson and League City police departments, Texas Department of Public Safety Criminal Investigations Division in Texas City, FBI Texas City and Homeland Security Investigations in Galveston for assisting with the investigation.
