Monday Police Shooting Leaves One Dead in Galveston

GALVESTON — Outside law enforcement agencies are investigating a deadly officer-involved shooting that occurred during an afternoon traffic stop on Monday.

According to the Galveston Police Department, the incident took place at approximately 3:45 p.m. in the 1700 block of 55th Street.

Officials stated that an officer discharged his firearm during the course of the traffic stop, striking an occupant of the vehicle. Following the gunfire, responding officers immediately rendered first aid to the wounded individual at the scene.

Galveston EMS transported Randy Martin to the University of Texas Medical Branch (UTMB) Emergency Department, where he was later pronounced deceased.

In a statement released Monday evening, Galveston Police Chief Doug Balli expressed condolences while emphasizing the need for a thorough review of the incident.

“Our thoughts are with everyone impacted by this incident,” Chief Balli said. “We will provide additional information as soon as it is appropriate to do so without compromising the investigation.”

Details regarding what led to the officer discharging his weapon remain limited as the investigation is in its earliest stages.

In accordance with departmental policy, the involved officer has been placed on modified duty pending the final outcome of the inquiry.

Per Galveston Police Department protocols for deadly force incidents, the case has been handed over to independent investigators. The Texas Rangers and the Galveston County District Attorney’s Office have been called in and are now leading the active investigation.
