
LEAGUE CITY — A Canadian national was arrested in League City on June 18 as part of a regional violent offender immigration enforcement program involving multiple law enforcement agencies.
Harry Gerard Phillips was taken into custody by Galveston County Precinct 4 deputies participating in a multi-agency immigration enforcement initiative (287 g) focused on individuals with prior criminal histories, according to the Constable’s Office.
Constable West said the arrest was conducted under the violent offender immigration enforcement program, which coordinates enforcement actions across multiple agencies to identify individuals who may be subject to immigration review.
Court records show Phillips was previously sentenced on May 21, 2026, to five years of deferred community supervision in connection with prior criminal proceedings.
Court and police records related to an earlier case show that on August 20, 2024, League City officers responded to a suspicious circumstance call at an Amoco parking lot after being contacted by a watchdog group identifying itself as “predator approachers.”
According to Officer Jose Ortega, Phillips had been in communication with individuals associated with the group, who he believed to be 12 years old, approximately two days prior to the meeting, which was arranged in the parking lot. Police records indicate the case was later presented to the Galveston County District Attorney’s Office, which accepted charges.
Authorities said Phillips remains in custody pending immigration proceedings, where an immigration judge will determine his status.
